Investment in culture has to be part of the development of profitable local economies and to contribute to the quality of public spaces and social relations.
When it comes to development of local policies the involvement of local people, experts and local government is equally important so that the entire population participates in their creation.A quality urban environment has to include some key elements, such as public spaces and activities in public areas which meet diverse needs and encourage cultural activities and participation.
The article explores eight main steps with examples needed to achieve this. They include using geographical location and natural features to inspire developments, identifying the needs of local groups and supporting minority groups to participate in community life and express themselves, defining activities organised by the municipality, defining values such as accessibility, sources of financing etc.
