The main goal of the project was to elaborate and test different forms of partnerships between municipalities, NGOs and private companies in the sub-region of Kotor Bay.
The issue of the inter-municipal cooperation is becoming pressing with the beginning of a more systematic work on the European integration process, especially with the preparation of the municipalities and their administrations for the effective utilization of the European structural funds. The inter-municipal cooperation is one of the methods to improve the services for citizens taking into account common local problems and challenges specific for the respective municipality, the establishment of open dialogue between (public as well as private) development actors at local level, and to establish conditions to attract more financial means for that purpose.
The project encompassed the municipalities of Kotor, Herceg Novi and Tivat, and its target groups were:
- Municipal administrations
- Local NGOs
- Local business
- Citizens
The emphasis of this project was on the process of collaboration between municipalities, between municipalities and NGOs or the private sector, and between NGOs and the private sector. Cultural tourism, based on the recognized cultural value of Boka Kotorska, was the main topic around which collaboration was generated. Through an interactive process, partners identified small activities around which trust and joint implementation capacity was built.
The foremost part of the project was to strengthen cooperation between the municipalities of Kotor, Herceg Novi and Tivat, as well as to establish the legal mechanisms (like Decisions at local level) for long-term cooperation in the various fields.
