Expeditio has been implementing the project Sostenuto for two years now, through the MED programme of the EU, with the partners from France, Italy, Slovenia and Spain. This is a big project which involves different activities in the area of culture, with a particular focus on the relation between the culture and social and economic aspects of development. In Montenegro, Expeditio, among others, cooperates with the municipalities of Kotor, Tivat and Herceg Novi on the preparation of local 2011-2015 programmes for the development of culture. One of the activities of this process is the mapping of public spaces which could be better used i.e. become the spaces of public interest. Mapping is concurrently carried out in the municipalities of Kotor, Tivat and Herceg Novi. About 170 locations have been mapped so far.

Summer school "Europe and Culture in Debate" (31st August, 1st and 2nd September 2011) will be held in Paris and organised by Relais Culture Europe in the frame of the project SOSTENUTO, Thinking culture as a factor of economic and social innovation.
The European Union and its Member States are defining currently the political strategic and budgetary priorities for the next ten years. These negotiations are carried out in a context of multiple crises making difficult to see clearly: How to take into account the worldwide interactions? Which could be our options? In the middle of which challenges could we place culture? More than multiplying the questions and letting think to easy answers, it appears necessary to open the public debate, to exchange ideas. For the first edition of this summer school, we have then opted to open very widely the fields of perspective, i.e. to raise the cultural question in Europe in reference to changes in the world.

The Employment Agency of Montenegro and Expeditio signed the agreement on implementation of the local public work entitled “Culture – the Identity of Boka”. The activities of this project relate to the research into cultural practices/habits of citizens (by means of telephone questionnaire) and mapping of cultural potentials/resources of Kotor, Herceg Novi, and Tivat. These activities contribute to the process of drafting local programmes for the development of culture in the above municipalities from 2011 to 2015.

We would like to use this opportunity to inform you of the progress in drafting the programme for the development of culture in the municipalities of Kotor, Tivat, and Herceg Novi from 2011 to 2015. Additionally, we would like once again to express our gratitude to all the participants in the process. Up to date, more than 220 persons from different fields of culture (music, theatre, cultural heritage, architecture, photography, visual arts etc.) and different sectors (public sector, independent entities, amateur associations, individuals etc.) have been involved.
To find what has been done so far and what are the next steps in the process of drafting the programme for the development of culture of the municipalities Kotor, Tivat, and Herceg Novi from 2011 to 2015, please read the text below. Any advice and further involvement in the process is welcome.
Cultural practices of the citizens of municipalities Kotor, Tivat, and Herceg Novi

Expeditio has launched a poll on the territory of the municipalities Kotor, Tivat, and Herceg Novi in order to get information about cultural practices and habits of citizens. This activity is a part of the analysis which will be used to develop local programmes of cultural development in the municipalities of Boka Kotorska from 2011 to 2015. Information are collected by means of dialing 250 random telephone numbers in each of the three above municipalities. The questions asked to the citizen relate to the type of music they listen, frequency of visiting theatre and cinema, the amount of time spent on reading, type of literature most frequently read etc. The data will be analysed in order to obtain an insight into the cultural habits of citizens. The citizens contacted by pollsters (random sampling) are kindly asked to be cooperative and help by answering the questions. The poll lasts app. 15 minutes.
The process of mapping public spaces on the territory of the municipality of Kotor started at the beginning of June, and was launched in order to analyse the potential of such spaces for possible future activities in the field of culture. This activity is implemented within the process of drafting the Programme for the development of culture in the municipality of Kotor from 2011 to 2015. The mapping is carried out based on physical and aesthetic characteristics of public spaces, accessibility, existing manner of their utilization etc. In the forthcoming period, this activity will be implemented in municipalities Tivat and Herceg Novi.
The implementation of these activities a component of the projectSostenuto. A part of funds has been provided by the Employment Agency of Montenegro through the Programmne of Performing Local Public Works.

From 30 May until 3 June 2011, a delegation of representatives of cultural institutions from the Municipalities of Kotor, Tivat and Herceg Novi had a study tour in Ljubljana, Slovenia. Our host was the non-governmental organization from Ljubljana, one of Expeditio’s partners in the Sostenuto project. The aim of the visit was to acquaint the cultural sector representatives from the municipalities in Boka Kotorska with the Slovenian good practices in cultural resources management.

On May 11-12, 2011 in Kotor, meeting of the Management Board of the Project ”SOSTENUTO” realized within European Union MED program was held. The Management Board meeting was attended by the representatives of the organizations participating in the project: AMI - Aide aux Musiques Innovatrices, Marseille, France; Relais Culture Europe, Paris, France; University in Valencia, Valencia, Spain; Bunker, Ljubljana, Slovenia and Expeditio, Kotor, Montenegro.
The Management Board meeting was organized in order to discuss the present progress of the project and its results, as well as the future activities.

U okviru projekta „Baština- pokretač razvoja“ u zgradi Opštine Tivat 11. juna/lipnja je održan sastanak radne grupe za zakonodavni okvir. Zadatak grupe bio je da definiše koncept komparativne analize sa preporukama, kako pojedinačno za legislative i aktere u Crnoj Gori i Hrvatskoj, tako i uporedno na nivou ovih država. Ciljna grupa su akteri u procesima zaštite i valorizacije prirodne i kulturne baštine i pejzaža, a cilj doprinos njihovoj kvalitetnijoj saradnji na nacionalnom i nivou dviju država kroz regulativama jasno postavljen okvir djelovanja. Podsjećanja radi, ovaj prekogranični projekat, finansiran od Delegacije Evropske unije, podržan je u okviru druge komponente Instrumenta predpristupne podrške EU kroz mjeru: zajedničke aktivnosti u primjeni novih metodologija u zaštiti i upravljanju prirodne i kulturne baštine. Kroz projekat se želi doprinijeti uspostavljanju saradnje između institucija za zaštitu prirodne i kulturne baštine u Hrvatskoj i Crnoj Gori, kroz zajedničke programe, edukaciju, prenošenje znanja i aktivnosti na podizanju nivoa svijesti.
