On January 27th, 2013, Expeditio submitted to the Commission for distributing part of the revenues from games of chance (President of the Commission, Mr. Dragan Djukanovic) Request for explanation of the reasons for rejection of the project with which our organization has applied to the above-mentioned competition, bearing in mind the fact that the last four years neither one project was approved to Expeditio within that competition. Request for explanation of the reasons for rejection of the project

Dear Mr. Djukanovic,

I report to you on behalf of the NGO EXPEDITIO from Kotor requesting explanation of the reasons for the rejection of the project: "My message to the public space", with which our organization emerged to Contest for the allocation of a portion of funds from the Games of Chance for the year 2013. Neither this, nor the last three years, our organization has received funding through this competition.

It is very important to us to get the information why the project with which we competed was rejected, especially in the context of the fact that it is stated that the projects that are looking for co-financing of EU projects will have priority in the evaluation and approval. (Section 19 plans and programs of organizations referred to in Article 2, paragraph 2 of this Regulation, which are co-financed from EU funds can be financed in part by uncovered expenses, in accordance with this Regulation. Plans and programs referred to in paragraph 1 of this Article shall have priority in the process of assessment and approval.)

In particular, our organization has this year received funding through the EU Culture Programme 2007-13, as one of two non-governmental organizations from Montenegro. Co-financing of the project is 50% and currently the only option for us to apply for the missing funds is from public sources in the Contest for distributing part of the funds from Games of Chance, because the Ministry of Culture does not have a public competition which is open to non-governmental organizations.

Bearing in mind the above, please inform us of receipt of this Request and provide us with an explanation within the prescribed period (Article 24 organization whose curriculum was rejected may, within 15 days of publication of the Decision referred to in Article 23 of this Regulation, apply for explanation of the reasons for that decision. Explanation from paragraph 1 of this Article and the score sheet submitted by the Commission within 15 days of receipt of the request.)
