No local government on its website does not publish a register of properties that are owned by them, showed monitoring that in November did NGO Expeditio and the Centre for Democratic Transition (CDT ).

This research is part of an initiative that was launched in the framework of the project " Montenegro on Twitter - Get involved in Changes" that CDT is implemented in cooperation with UNDP, which is aimed at the social network Twitter is used for the non-institutional education and empowerment of civic activism .

On the basis of the prepared methodology, the researchers made ​​a thorough search of the official websites of the local governments . The data show a complete lack of transparency of municipalities when it comes to publishing the register of properties that are owned by them .

CDT and Expeditio believe that disclosure is very important for citizens to be informed about what resources the municipality has, how they are used and what the benefits of them they may have.

Real estate are, like finances, resource of local government, so it is important that they are managed appropriately, including keeping a register which is accessible to the public, and the publication of information on licensing and assignment of those spaces.

Also, it is very important that people know which spaces are not used or issued for them to use for the improvement of living and working in the local community. Disclosure of this information would be used and the measures for the prevention of corruption because it is based on registers that are public and could discover possible abuses.

CDT and Expeditio believe that there are a number of spaces that are not used, and their accurate records and good referral program could use informal groups and non-governmental organizations as a place to gather and work in the local community .

Since the data we obtained were not encouraging,we  invite municipalities to, as soon as possible,  make publication of records and information on licensing and assignment and thus demonstrate that they take care of their citizens and respect the principles of good governance.
