Comments and objections on the draft Law on the Urban Planning and Construction

Within the public hearing about the draft Law on Spatial Planning and Construction, EXPEDITIO submitted its Comments and objections to the draft Law to the Ministry of Sustainable Development and Tourism on 26/1/2016.

Considering the reasons for the adoption of amendments to the Law on Spatial Planning and Construction, which are outlined in the Explanatory Report of the draft Law (p. 87):

• Montenegro's strategic commitment to rational and sustainable use of its natural and created resources and to develop as an ecological state, in accordance with constitutional provisions
• application of the sustainable development principles

we believe that the proposed draft Law is not acceptable.

These draft Law does not improve the existing Law on Spatial Planning and Construction, neither general planning system in Montenegro, but continues and deepen the negative practices that have led to a situation in which the space of Montenegro currently is, particularly in relation to excessive coast urbanization and the devastation of the most valuable cultural landscape.
